"Built of timber with no water supply beyond the wells, rain tanks and three meandering streams and with no fire brigade, New Plymouth in its first 25 years of settlement provided enough hazards to daunt the most adventurous and enterprising insurance agent. Household illumination came from candles or oil lamps, and in a climate noted for the intermittent briskness of it's winds the danger of a sweeping conflagration was ever-present....".
