On the 13th of June 1922, a permit was granted to James Oswald Turner by the New Plymouth Borough Council for the construction of a house on Town Section 1623 (wrongly entered as Section 1603 in permit book), Pendarves Street - Percy Gason Howell was the builder, and the estimated construction cost was £950. 

The New Plymouth District Council holds copies of the original plans - these are signed 'P. G. Howell', indicating he likely designed the house.

James Turner remained living at the house until his death on 15th of June 1961, aged 81 years.
