A permit was granted by the Borough Council to W.Steel on 21 April 1939 for the construction of business premises on Town Section 867, Gill Street - Boon Bros were the builders and drew up the plans. The estimated construction cost was £1949. 

William Smart Steel was a spare parts dealer and the business located at these premises was known as 'Steel's Motor Spares Service'. He later moved to Auckland, where he died in 1962, aged 77.
