A permit was granted to G. Hartnell on 24th April 1913 for the construction of a residence on subdivision 2 of section 12, Beach Street - estimated construction cost £260. 

George Hartnell was a well known New Plymouth builder who constructed a number of villa's across New Plymouth (including neighbouring 24 Beach Street) in the years prior to WWI. 

The newly completed home was soon sold to carter John James Gray.

The home has undergone some rather unfortunate renovations that have largely destroyed the original villa character. In its current state the home has little heritage value or architecural merit. However, full restoration of the home is possible, and this would greatly enhance its streetscape and aesthetic values.
