This culvert was constructed over the Mangaotuku Stream in 1912 by the New Plymouth Borough Council

The Borough Council commenced work on diverting the Mangaotuku Stream and constructing a ferro-concrete culvert on Morley Street in March 1912. The slow pace of construction attracted public criticism, with the mayor at the time explaining that it was due to the curved arch design.

The Borough Engineer reported that construction of the new culvert was complete by September 1912. The former stream bed to the west of the bridge (site of 32 Morley Street), became the borough rubbish depot, and was gradually filled in with the towns refuse.
